The Director, Corporate & Legal Services is responsible for providing strategic and operational leadership by planning, directing and managing the Corporate & Legal Services department. As well, the Director Corporate & Legal Services provides effective legal advice and support to WCB and its Board of Directors (BoD) ensuring that the administration of the workers compensation system is conducted lawfully; provides advice on legal matters and contractual obligations; and ensures that policy and other activities are based upon complete and reasoned legal analysis.

  • Provides direction, leadership and guidance to the Corporate & Legal Services department. This includes hiring, terminating, disciplining, managing performance, assigning work and setting objectives for Corporate & Legal Services staff.
  • Provides legal advice on the interpretation and application of The Workers Compensation Act, other relevant legislation and common law to the WCB, including the BoD, Executive Management Committee, staff in all departments, and Fair Practices Advocate.
    Provides legal advice on all matters involving the WCB, including contractual matters and day-to-day operational issues to Executive and staff at all levels of the WCB; provides advice on the advisability and enforceability of contracts, preparation, negotiation and finalization of WCB contracts such as employment contracts, external service provider contracts, service contracts, asset acquisition contracts, computer services contracts and vocational rehabilitation contracts; labour relations matters, employment/labour law and Human Rights legislation.
  • Provides legal advice and review of policies, including initial advice on jurisdiction, research, preparation on opinions on policy alternatives, review of policy drafts for legality.
  • Supports the BoD and its Committees by providing advice on corporate governance matters and drafting any required documents.
  • Fosters understanding of workers compensation principles through training of WCB staff, Directors, Appeal Commissioners and external groups.
  • Monitors and researches legal issues relevant to workers' compensation system.
  • Prepares government documentation, including Ministerial briefing notes, Orders in Council, regulations and accompanying documents.
  • Prepares legislative amendments.
  • Provides legal advice to WCB Investment Committee on WCB investments; drafts, negotiates and finalizes contracts with investment advisors, completes legal matters in connection with WCB investments.
  • Provides support to the General Counsel & VP, Compliance & Corporate Services including Corporate Secretary functions.
  • Acts as an alternate Recording Secretary to the BoD and its Committees.
  • Represents WCB on external committees, including, AWCBC committees, national workers' compensation lawyers' conference and participates as a member of various internal WCB committees.
  • Develops and manages the annual administrative budget for Corporate & Legal Services.
  • Pursues professional and personal development through continuing education and training, literature reviews, workshops, seminars, etc.
  • Performs other duties as assigned.


  • University degree in Law and entitled to practise law in Manitoba
  • Minimum ten (10) years' progressive management experience practising law in a government or corporate counsel setting, preferably practising workers compensation law and/or administrative law
  • Knowledge of managerial techniques and principles
  • Ability to use a personal computer and software (Word, Excel and PowerPoint) in a Windows environment
  • Superior verbal and written communication skills including the ability to explain technical and legal information in plain language
  • Ability to act with tact, diplomacy, integrity and professionalism in sometimes confrontational or sensitive situations
  • Ability to provide advice, consult, persuade, negotiate and influence internal and external stakeholders
  • Ability to publicly speak on behalf of the WCB
  • Ability to work with and safeguard sensitive and confidential information
  • Excellent judgement, analytical and research skills
  • Ability to apply and interpret legislation, policies, and practices and other legal documents
  • Ability to lead, manage, mentor and motivate staff
  • Ability to develop and manage budgets
  • Ability to organize and prioritize workload while managing deadlines and multiple demands
  • Ability to work independently and in a team environment
